Resumo

Political institutions operate in areas whose possibilities for modification are not infinite. This work focuses on the performance of the National Institute of the Semi-Arid (INSA) in the institutionalization of a political culture articulated with the conceptions of coexistence and sustainability of regional/national development and, in this sense, as an expression of the "making of the State", of the crisis of the State in action, in a movement of (dis)articulations and redefinitions of interests within the scope of Brazilian politics. It is, therefore, situated in the field of the tense relations between power, politics and institutions and their strength in the production/invention of space, in this case, the Brazilian semi-arid region. As for the objectives, the research is classified as exploratory, descriptive and explanatory. We worked with discourse analysis from the perspective of Michel Foucault. The research showed that the birth of INSA became possible under the outline of a critical relationship and the mark of a distance between the State and Society; and concomitantly, by an effort of (re)approximation conducted by representations of the left. The opposition to the hegemony of the discourse of drought in the form of a new institutional arrangement, a self-critical language and a body of strategic actions served to establish a consciousness of rupture that until then had only appeared in the work of organized civil society. The counterpowers triggered by the discourse of coexistence introduced substantial mutations in political language; consensus on certain terms (such as Semi-arid, coexistence, sustainability, contextualized education), their uses and the forms of solidarity they established; a whole vocabulary of correspondences, neighborhoods and repetitions that embodied the anatomy of a perception of regional problems that was said to be "new"; a whole semantic composition, a qualitative refinement of words and a methodology of the visible. His search for legitimacy was also the affirmation of his finitude and a fight against death. Through the narration of history, the work of memory and the conjuring up of forgetfulness, the discourse of the State operated as a kind of justification of the power that was intended to be exercised and, at the same time, in favor of the strengthening of this power.
