‘Eleitos’ para o cargo?uma análise sobre a contratação de assessores parlamentares

Legislative staffs wield significant influence in the formulation of public policies and the representation process; however, our understanding of their roles in developing countries remains limited. Recent studies focused on Latin America have identified aides as pivotal figures in brokerage networks, facilitating the interaction between politicians and constituents. This study seeks to enhance this conceptual understanding by examining the staff of the Legislative Assembly of the State of São Paulo, which offers a unique research design opportunity. We propose a descriptive analysis of the assembly's aides, focusing on former candidates that became staffs, and exploring their potential role as political brokers. To achieve this goal, we developed an innovative database that integrates information on the personnel of the São Paulo Legislature with electoral data. This approach enabled us to construct an unprecedented descriptive overview of the aides in the Assembly over time and identify their electoral candidacy history in proportional elections. Through the application of probability models, we investigate whether former candidates are more likely to be hired as aides in case they garnered significant votes, aligning with the perspective of aides as brokers. The results indicate that most lawmakers hire former candidates as aides, that most of these hired former candidates ran for city council positions, and that there is a positive and significant relationship between individuals' electoral mobilization capacity and their subsequent likelihood of being hired in the Assembly.
