Resumo

The addition of the Constitutional Principle of Efficiency to Article 37 of Brazil’s Federal Constitution, through the Constitutional Amendment number 19/98, represents an effort to maximize the use of public resources in an accountable manner and aiming at the excellence of the use of public services. However, it was also observed that the application of this principle in the realm of public administration lacks normative instruments that allow it to reach maximum effectiveness. This paper seeks to list indicators capable of measuring the degree of efficiency in certain public organs, be it through superior or fiscal organizations, or through the public who makes use of the services offered. In order to do so, the definitions of terms such as principle, efficiency and other directly linked to public administration were firstly specified. Next, concepts related to the indicators themselves, especially those for measuring efficiency, were approached. More specifically, in order to reach a more effective implementation of current indicators used by some public organizations, this paper develops new and modifies existing indicators. In addition, a table to evaluate the management and other aspects of the implementation is suggested in this paper. Such evaluation can take place in the form of audits or by measuring the satisfaction of the population who uses the public services. The intention of this paper is to collaborate with the improvement of the management of pubic administration, making available a set of basic indicators that can be used in measuring the efficiency of a public organization, pointing out that it is necessary to constantly update and perfect the application of these instruments.
