Efficiency of public expenditure in Latin America

Resumo

The chapter addresses the change in approach to the debate on the role of government in the economy, focusing on the efficiency of public spending in terms of the quality of services and results achieved, such as social equity, stabilization and growth. Referring to recent studies, it highlights the efficiency of public spending in countries where the public sector is comparatively smaller. It then extends this investigation to evaluate the efficiency of public spending in Latin America, specifically in countries such as Argentina, Brazil, Chile, Colombia and Mexico, during the period from 1998 to 2003. The analysis aims to understand how the structural reforms adopted in the decades 1980s and 1990s in these countries, including decentralization, privatization and liberalization, impacted the efficiency of public spending. The chapter presents a specific methodology, discusses criticisms of data envelopment analysis (DEA) and, subsequently, provides insights into the profile of public spending in Latin America during the period evaluated. The empirical results are presented, followed by final considerations.
