Resumo

This dissertation is encompassed in the field of studies of participation and its relations with public policy. It has sought to contribute to the debate on the effectiveness of institutionalized mechanisms of social participation for the articulation between the Government and Brazilian society. It was motivated by the extinction of several collegiate bodies of the public administration through Decree Nº 9.759, of April 11, 2019 – an action that changed a trend of continuous increase of such mechanisms that had been observed since the Federal Constitution of 1988. In order to do so, a case study was developed based on the National Commission of Chemical Management (CONASQ). The analysis of official documents and interviews with former members of the collegiate has contributed to a deeper understanding of the interactions between the State – represented there by several agencies, the private sector and non-governmental organizations, as well as to identify perception of gains and losses with the extinction of the collegiate in 2019. Data support the view that, even though the collegiate had low degrees of institutionalization and representativeness, it was perceived as effective and its extinction was seen by former members as one of the elements that contributed to the exclusion of the issue from the political agenda. The research contributes to the hypothesis that the measure reduced the effectiveness of the interaction and coordination of areas covered by the extinct bodies, even though it is not possible to affirm a cause-effect relationship or extrapolate the result to all extinct collegiate bodies. Although there is a wide literature on the importance of participation, the progress on the evaluation of participation mechanisms as a public policy, and their effectiveness is recent, and there are still gaps to be further researched by the academia. The case study about CONASQ points to at least two opportunities for new studies: one on the influence of the structure of the mechanism on the capacity for effective participation of each group of civil society represented; and two, on the relation between the extinction and the articulation within the government.
