Resumo

This work, for the conclusion of an academic master's course, presents a case study of fiscal education, in which the Fiscal Education Group of Pernambuco was the focus of analysis. This dissertation has as its final objective the identification of the main difficulties that directors must take into account in the process of fiscal education in the primary public schools of Pernambuco. Therefore, a combination of four techniques for the collection of data were used: open and closed questions in a research form, spontaneous comments, individual interviews and focus groups. Techniques of thematic and categorical analysis were used considering micro and macro social perpectives. The foundation of the interpretation is comprised of historical, cultural, economical and political perspectives. The study presents discussions about society, power and moral education in a context of social psychology of human values. It presents six variables of negative influence of the phenomenon and possible solutions, pointing to the lack of a proper database, goals and performance evaluations common to the members of the group. It disapproves of the title 'disseminator' and suggests the training of teachers to organize the roles that boys and girls must assume in the classroom. It concludes that it is necessary to pressure congressmen, aiming at the approval of a law that establishes the inclusion of Ethics as an obligatory subject and Moral Science at the national level for basic education. It suggests monies should be linked to considerations of a centralized coordination of the National Fiscal Education Program (PNEF). It concludes that Brazil needs to establish a moral base in its young people aiming at the construction of a culture of respect for others and a tolerance for differences and that the best way to carry this out is by means of investments in moral education.
