Dois Estados Novos, um jornalo Correio da Manhã e os regimes autoritários no Brasil e em Portugal

Resumo

This thesis analyzes the role of Correio da Manhã, the main newspaper of the Brazilian federal capital, in light of the consolidation of two authoritarian regimes during the 1930s and 1940s: Getúlio Vargas's Estado Novo in Brazil and António de Oliveira Salazar's Estado Novo in Portugal. The central objective is to understand the apparent contradiction of a periodical that, while presenting itself as a staunch defender of liberalism and a critic of Varguista authoritarianism, maintained a complacent — at times even laudatory — stance towards the Salazarist dictatorship. The hypothesis is that this duality does not stem from editorial incoherence but from a deliberate strategy, termed here "instrumental liberalism": the selective modulation of liberal principles according to class imperatives and political circumstances. Domestically, the newspaper resisted Vargas through veiled, polyphonic means to preserve its symbolic influence among urban elites. Internationally, it remained silent on Portuguese repression — including the Tarrafal concentration camp — to avoid alienating the influential Luso-Brazilian community in Rio de Janeiro, whose economic and political support was vital. The comparative analysis of journalistic coverage, supported by the theoretical frameworks of Hobsbawm ("invention of tradition") and Laclau ("populist reason"), reveals that Correio da Manhã was not anti-authoritarian on principle, but rather anti-populist: it tolerated the "static" and demobilizing authoritarianism of Salazar, while combating the "dynamic" and mobilizing authoritarianism of Vargas, which directly threatened the newspaper's role as a privileged mediator between the State and society.
