Determinantes da criminalidade na região metropolitana de São Paulo

Resumo

The high criminality rates in Brazil require Governments and policy-makers to include on their agenda the making of efficient policies to prevent and combat crime. Several scholars from the economic field have contributed, and are still contributing, for a better understanding of the determinants of criminality. This approach has its origins in the seminal article of Gary Becker (1968), which considers the decision to commit or not a crime the result of an individual’s rational decision, conditioned by economic and dissuasive factors. This work aims at bringing one more contribution to the theme. After a brief revision of the literature of the economy of crime, two empirical investigations are carried out. The first, by using monthly data related to homicides, thefts, car thefts, thefts through the use of force, and car thefts though the use of force, tries to verify, by using temporal series, the impact of economic and dissuasive variables in these five categories of crime. The results suggest that variations in the number of arrests made by the police and prison population may contribute to the reduction of crime. The second investigation starts from a common experience of Latin American cities, which was adopted by several cities of the metropolitan area of Sao Paulo: the restriction to sell alcoholic beverages during the night, in specific days, also know as “Lei Seca”. Starting in 2001, sixteen out of the nineteen cities composing the São Paulo metropolitan area adopted laws of this kind. A model of differences in differences was used, having as a control group the cities that did not adopt this law, and the ones that adopted it in previous times. The treatment group was composed by the cities that adopted this kind of law from the moment of its effectiveness. The results suggest that reductions in the consumption of alcohol contribute to a reduction in the number of homicides. The results of these two studies contribute to the study field of public security policy-making.
