Resumo

This thesis intends to address the Managerial Reform of State promoted by Fernando Henrique Cardoso Government and its effects on the evolution of the segment of concession projects and public-private partnerships in Brazil. To this end, the work makes its use of a case study to analyze the privatization of the activities of the Companhia Brasileira de Transportes Urbanos (CBTU), a state-owned company in the metro-rail sector, in the Metropolitan Region of Minas Gerais. The document starts with a bibliographic and documentary review on the topics of privatization and the metro sector. From this first effort, it is possible to comprehend the inspirations, intentions and needs addressed by the Managerial Reform Master Plan proposals. It is possible, as well, to understand the background and status quo of the sector in which the case unfolds, which seems to illustrate quite well the transformations on the way the Brazilian State operated in the economy and productive activities in the last century. Next, the analysis moves to CBTU´s case, through the collection of information in official documents from the federal government and the government of the State of Minas Gerais, intending to provide a general description of the motivations, studies and procedures carried out to the privatization of the Company's activities in that state. In addition, semi-structured interviews were carried out, with the aim of complementing the overview of CBTU privatization and highlighting its main challenges and innovations, as well as the aspects that contributed (or not) to the success of the project. The purpose of the analysis is to demonstrate that the set of proposals contained in the white paper “Reform Master Plan” aimed to reorganize the roles of the Brazilian State toward a more democratic, effective and modern performance. This framework resonated positively and contributed to the maturation of processes and competencies of public institutions and their technical bodies for the construction of new forms of relationship between governments and private entities, both at federal and subnational levels. In this way, it is understood that, despite there being countless opportunities for improvements, the reform managed to contribute to the goals it was proposed when drafted.
