Desempenho dos municípios na gestão do Programa Bolsa Famíliao impacto das características da burocracia local

Resumo

The purpose of this dissertation is to analyze how the municipal bureaucracy behaves to the new responsibilities arising from decentralization, through increased municipal powers, defined by the Constitution of 1988. It will briefly explain the research focused on the quality of bureaucracies among different subnational levels – there is a lack/gap of information in this area – and to do so, examining the impact of the characteristics of the local civil service in the performance of municipalities, in 2010. As a performance indicator it uses the Ministry of Social Development and the Decentralized Management Index – “Índice de Gestão Descentralizada” (IGD-M) which measures the performance of municipal bureaucracy in the management of the Program “Bolsa Família”. In short, the “Bolsa Família” Program has been chosen as a proxy for municipal performance. In other word, if the local bureaucracies fail to administer a simple program, we can expect worse outcomes in more complex program management. The results indicating that a more qualified bureaucracy - with higher average number of years of schooling, with more experience, has a better performance in the IGD-M.
