Cultura organizacional e relações de podermapeando a rede ferroviária federal S.A, em liquidação

Resumo

The objective of this dissertation is to investigate the formal andinformal relations ofpower, which are present in the Rede Ferroviária Federal S.A., em liquidação (Federal Railroad Network, Inc., in liquidation) and how these relations affect the company. To do so, the Ethnographic Method was used, with the purpose of observing, from a participant's point of view, the frrm's culture, thereby complementing the bibliographical research on the State, on the bureaucracy - especially the hybridism of state-owned frrms - and on the relation of power between them in Brazil. It was concluded that: the employees of a frrm in liquidation are not easily motivated and work against organizational goals since there is conflict of interests; because the liquidation process of the RFFSA is a long one, the relations of informal power become cohesive, thus weakening the organizational strategy; the interaction between managers and employees doesn't reduce the conflicts between the organizational goals and human resources, as the workers manipulate their rhetoric as a way to resist liquidation. In a more generic forro, the reduction of political and partisan interference in state bureaucracy is recommended. This should be done by way of an administrative reform which takes into account the cultural aspects of public service, thus developing a notion of accountability among the civil servants themselves.
