Resumo

The aim of this article is to reflect on the delimitation of counterplans guided by the ideas of radical planning in the creation of moments of the right to the city, in the context of the neoliberal city from the global south. In the field of practice, the experience of insurgent/radical planning in Porto Alegre - the Popular Regional Action Plans - is critically explored. The method applied is based on participatory action research. The practice of urban planning is proposed from another perspective, denying the traps of rationality, of the consolidation of an ideal city under the eyes of those enshrined in technical knowledge under the protection of the state. From this positioning it is possible to understand the space conceived as producing the right to the city, from the adoption of dialectical rationality between the conceived-perceived-experienced.
