Contrato de gestionviabilidad en la administracion publica del Ecuador: un estudio estrategico para su implementacion

Resumo

The present dissertation target is to analyze the application viability of the Administration Contract in Ecuadorian Public Administration and simulate a contract for Ecuadorian Public Enterprises. The first chapter presents a historical analysis, the nowadays 'critical points' and a strategic analysis of the Public Administration of Ecuador using the qualifications of strategic thinking. The second chapter makes a description of the Public Ecuadorian Enterprises sector. The third chapter presents the concepts and technical aspects of the Strategic Management, Management by Objectives and Administration Contract according to their historical evolution and implementation procedures. The fourth chapter presents a mode! of Administration Contract implementation for Public Ecuadorian Enterprises and makes a simulation according to the described model, including the Juridical instrument. The present work gets to the conclusion that Public Ecuadorian Administration lacks modem management instruments like Administration Contracts and that at the same time have got legal and institutional conditions for its implementation.
