Resumo

The South American Council of Economy and Finance (CSEF) of the Union of South American Nations (UNASUR) was established in August 2011 in Buenos Aires, during a meeting of the finance ministers and central bank governors from the twelve countries of the region. Alongside eleven other sectoral councils, the CSEF became part of the institutional structure of the organization, focusing on issues related to the financial stability and development of the region. To this end, the Council created three Working Groups: 1) International Reserves, 2) Payment and Reciprocal Credit Agreements, ALADI, SML, and SUCRE, and 3) Promotion of Intraregional Trade and Socio-productive Integration. Within the framework of the CSEF, efforts were also made to strengthen multilateral development banks, such as the Development Bank of Latin America and the Caribbean (formerly the Andean Development Corporation - CAF) and the Bank of the South, as well as to expand the role of the Latin American Reserve Fund (FLAR) in the region. This article aims to contextualize the creation of the CSEF, present the main topics addressed within its scope, review the debates and decisions of the working groups, and, finally, record its legacy in addressing the challenges of the regional financial structure.
