Comprando gato por lebre? A negociação da China para entrada na OMC e a globalização com características chinesas

Resumo

This thesis analyses the Chinese integration to the capitalist world-system. Through the reconstruction of the Chinese negotiation for the entrance in the World Trade Organization (WTO), it was an objective to understand how the economic opening practiced since the end of 1970’s achieved success. In this process, the model of Chinese development was tested through changes in the exchange system, tariffs regime and regulatory legislation. This dynamics of negotiation to WTO entrance lasted for 15 years (1986-2001) until the country was effectively incorporated. At the end of this period, there was widespread belief among the United States high-level bureaucracy that the reforms that promoted wider uses of market mechanisms at the Chinese economy would necessarily lead to liberalization of the socialist political regime, as was the destiny of other former soviet countries. Although, 20 years after, the legacy of the reforms and WTO accession is the emergence of an economic model of mixed planned estate with the presence of free market mechanisms delivering a crisis in the US hegemony. Additionally, the background of the historic process in which the WTO accession is discussed. Characterized by the end of Bretton Woods Agreement in the 1970’s and the fall of the soviet bloc in 1989.
