Resumo
Purpose: To investigate the factors that cause the reduction of costs and prices in public 
 purchases, through the use of the auction modality, in electronic form, with a specific focus on 
 the perception of auctioneers and managers. Methodology: The case study method was adopted with a qualitative approach of exploratory nature, with semi-structured interviews with 12 federal civil servants, occupants of effective 
 positions, belonging to the structure of the careers of the AGU and the RFB, who play the roles 
 of auctioneers and managers. Findings: Regarding the savings obtained, by reducing prices on the trading session, in 
 electronic form, the Administration obtained an average reduction of approximately 20%, 
 according to information extracted from documents contained in the theoretical framework, 
 based on data obtained from federal government agencies (SILVA, 2020; SCHWWAAB et al, 
 2012), and this percentage coincided with those pointed out by auctioneers and managers of the 
 Attorney General's Office - AGU and the Federal Revenue Service of Brazil - RFB, public bodies participating in the research, and the percentage varies, depending on the object of the bidding process and the way in which the price survey is prepared for the formation of the reference value, but the approximate average remained the same. In relation to the confirmations of assumptions, all of them were confirmed, with regard to how price reductions 
 occur in bids, in the trading session mode, in electronic form, with the following reasons being confirmed, deemed relevant or very relevant, in the perception auctioneers and managers: a) the bidding phase; b) the negotiation phase; c) increased competitiveness; and d) the volume of contracting. As elements that interfere with price reduction, the result pointed to price research, which will form the reference value. As a new phenomenon, which emerged from the 
 interviews, we have the open/closed dispute mode, as a factor that also contributes to the reduction of prices in bids in the auction modality, in electronic form. Research Limitations: The scope of application of the interviews was limited to federal public servants occupying effective positions in the careers of the AGU and the RFB, and, in principle, 
 the data surveyed here cannot be generalized to the entire Federal Public Administration, or even to other bodies of the federal government or other entities of the federation. Furthermore, the qualitative analysis of empirical data ends up being influenced by the researcher's perception and interpretation. Practical contributions: It is expected to contribute to the efficiency of management in government procurement, since by better understanding the reasons that lead to price reductions, through the use of the auction modality, in electronic form, it will be possible to 
 optimize the use of the tool, further seeking better management efficiency. Social contributions: The Administration, by knowing more deeply the reasons that provoke the reduction of costs, in public purchases, will be better able to optimize the use of the tool in the most efficient way possible, and, thus, obtain more savings for the public coffers and, consequently, using the resources saved in new public policies of interest to society. Originality: Information obtained in the field is presented as originality, regarding the reasons that result in price reductions for the use of the trading floor, in electronic form, which is the open and closed dispute mode, which was not part of the assumptions of the research. In this case, a more in-depth future study on the phenomenon found was recommended. In addition to 
 the phenomenon found, it can be highlighted the fact that the focus of this case study is related to the perceptions of auctioneers and managers regarding the theme and not only in bibliographic surveys and quantitative data survey, as commonly found throughout the research.
