Resumo

At the end of his term, a mayor is faced with a dilemma that could define the future of one of his government's main social programs. This case shows the factors that influence the decisionmaking process of a municipal manager, from political issues to family aspects. The text is fictionalized, mixing factual situations experienced or researched by the author with fictitious situations that serve to stimulate discussion of the issues raised. This case paves the way for addressing issues such as: the deconcentration of competencies in administration, the role of the first lady in governments (first damism), impersonality in public management, politicalpartisan influence in decision-making, the effectiveness of the brazilian System Social Assistance Service (SUAS), the rules of the Regulatory Framework for Civil Society Organizations (MROSC), the relationship between the government and the third sector, and also the discontinuity of public policies in government changes, among others.
