Changes in production- organizational patterns, institutional division of labor and resources in the allocation process in the capitalist state - a reference to the case of Bahia

Resumo

The author scrutinizes the governmental expenditures of the state of Bahia, focusing his attention on the state's fiscal policy, in an attempt to discover the basic principles guiding and determining the volume and the allocation of the state's financial resources. In his view, the basic principles prevailing in the allocative process of public resources may be subject to qualitative and quantitative changes in the relationships between state and economy. On the other hand, he believes that both alterations in the nature of the product and a diversified and comprehensive expansion of public expenditures may lead to a new organizational state structure, which, in its turn, corresponds to an institutional division of work within the state's framework.
