Capacidades estatais na provisão de políticas públicas de esporte nos municípios de Minas Gerais e do Paraná

Resumo

State capacities in the provision of public sports policies in the municipalities of Minas Gerais and Paraná   The development of municipal state capacities is a challenge for the implementation of public policies, especially for the equitable administrative decentralization of social policies. The aim of this article is to analyse municipal state capacities related to the sports sector in the states of Minas Gerais and Paraná. This is a cross-sectional quantitative study that used the MUNIC-Esporte database for 2016, the latest detailed survey of the sports sector by the IBGE. Sixteen indicators were identified for the concept of state capacities in MUNIC Esporte, and one indicator linked to the National Treasury - settled expenditure in the Sports and Leisure Budget Function of the public budget, totaling 16 indicators. The data was processed using descriptive statistics, highlighting the measures of central tendency, mean, median and standard deviation of the variables selected from 1198 municipalities in Minas Gerais and Paraná. Despite the heterogeneous scenario of state capacities, most municipalities have the minimum structure to carry out sport and leisure activities. The variables liquidated expenses and the number of civil servants prove to be the main bottlenecks in relation to the state capacity of the municipalities.
