Capacidade ambiental no nível subnacionalo caso do estado de Minas Gerais

Resumo

In this article we argue that the Environmental Capacity framework can be adapted to studies at the subnational level, as well as that its uses contributes to a better understanding of the capability of different agents (government, corporations and non-governmental organisations) in identifying and solving environmental problems at the state level. Thus, we use the framework to evaluate the Environmental Capacity of Minas Gerais state, Brazil. The research is based on a broad review of secondary indicators and primary data. Analysis indicates as main environmental problems those associated with lack of sanitation and specific economic activities, such as mining. Also the research links these problems to the administrative fragmentation of the state, the power concentration of decision making within state environmental agencies, and the preservationist perspective and low level of professionalism of environmental organisations.
