Brief notes on the nature of politics Brazilian agricultureplanning for global product planning

Resumo

This study represents the author’s Contribution to an understanding of the nature and characteristics of Agricultural Planning in Brazil. In this opinion, the rationale of agricultural policies was centered, up to the middle '60s, on action by product and, therefore, there was a policy for coffee, one other for cocoa, still another for sugar and so on, and between these actions there was no integration whatever. The institutional basis for execution of such a policy followed, in turn, the same pattern; thus, especially from 1930 onwards, several specific institutes were established to achieve policies directed to specific products as, for instance, the Instituto do Açúcar e do Álcool-IAA (Sugar and Alcohol Institute), the Instituto Brasileiro do Café - IBC (Brazilian Coffee Institute), the Instituto do Cacau da Bahia - ICB (Bahia Cocoa Institute). However, this state of affair started to change in the second half of the aforementioned decade, when new methods and procedures were introduced in the conduct of the country’s agricultural and cattle breeding activities, the old structures giving way to new ones, in which State policies were adopted in terms of comprehensiveness and are generalized both as concerns products and physical spaces. Now a generic State action is being enforced, embracing research in the agricultural and cattle raising domains, in rural credit, in rural extension etc. and so, in this particular field, the Brazilian policy evolves from planning for product, and with this modernizing action  reaches a stage of integrated, global planning.
