Resumo

The current work discusses the role of the so-called “praças” (enlisted personnel) of the Brazilian Armed Forces – sergeants, corporals and non-commissioned officers – during the João Goulart government, as well as their fight to exercise citizenship in an institution based on hierarchy and discipline. We use the classic Idea of citizenship proposed by T.H. Marshall – who subdivided it in civil, political, and social rights - to place the enlisted personnel in this context and analyze the dubious behavior of the officials when it comes to hierarchy rupture. Other historical episodes of military rebellions, such as the lieutenants risings of 1922 and 1924 as well as Jacareacanga (PA) and Aragarças (GO) rebellions in 1956 and 1959, respectively, were leaded by officers who were punished, but later pardoned with no harm to their careers, as opposed to the enlisted personnel who were expelled from the Armed Forces after the coup d’etat of April 1st, 1964.
