Avaliação sistêmica do programa de ensino profissionalizante da prefeitura de São Pauloo caso da Escola Municipal de Educação Profissional Professor Makiguti

Resumo

The purpose of this work is to contribute to the public policy evaluation literature. Taking this into account, its main objective is to examine Sao Paulo municipality professional qualification program. In order to do so, a method of systemic evaluation of social programs will be used, which proposes a deep analysis of the courses offered by Technical School of Public Health Professor Makiguti (“Escola Municipal de Educação Profissional e Saúde Pública Professor Makiguti”) with the intend to contribute towards improvements of the program using empirical data. A set of indicators related to different stages of a project´s cycle was used, going through an analysis of processes, results and impacts. The results indicate that, in general, the program presents positive responses towards student’s dropouts, equity to access the program, social engagement and qualification for the labor market. This shows the succees of the program in preparing technical professionals for the health area, considering the needs of the labor market and providing income and social inclusion.
