Resumo

Purpose: To analyze how the cooperation between the state level and its municipalities is able to influence the improvement of their performances. Methodology: It is a case study, as recommended by Yin (2015). On this study, the object is the Municipal Partnerships Program, which was carried out by the São Paulo State Government
 between 2019 and 2022. Findings: The survey shows that there is ample space and motivation for state-municipal
 cooperation. The cooperation achieved positive results for the municipalities. However, it is different from the quantitative impact results declared in the program design.
 Research limitations: The program execution during the period of COVID-19, which could impact the results of the municipalities and the program itself. The reduced period of the impact assessment, which also coincided with the most critical period of COVID-19, may have been
 insufficient to mature the desired quantitative results.
 Practical implications: The research presents an improvement agenda for the program in the
 state of São Paulo. The analyses and propositions may be useful to other states of the federation in their cooperative actions with their respective municipalities. Social implications: There are few studies in Brazil focusing on the relationship between the states and their respective municipalities. The studies, in general, focus on the Union. This research provides input for the design of a study agenda related to federalism in the country, centering on the role of states in cooperation with their municipalities
