Resumo

This article analyses the ways in which an even greater loss of monetary control was avoided in Brazil in the years before the Collor Plan I. It concentrates on the role of the Central Bank of Brazil and, more particularly, on four of its functions: that of monetary authority; that of foreign exchange authority; that of the banker of the banks; and that of the public sector. Thus, the relationships between the three last functions and the monetary authority, whose aim is to maintain monetary control, are analysed. The banker of the public sector has traditionally been the main obstacle which has prevented the monetary authority from accomplishing its function. However, the worsening of the problem in 1989 seems to have been caused by the foreign exchange authority and by the banker of the banks.
