Resumo
Purpose – The central objective of this research is to analyze the perceptions of use of the CAIXA Tem application and biometric registration by social program beneficiaries and managers in the surrounding areas of the Federal District (DF), focusing on effectiveness, accessibility, and inclusion. Methodology – The research employed a descriptive statistical approach, using questionnaires with both closed and open-ended questions. Participants included beneficiaries of social programs and managers from Caixa Econômica Federal. Quantitative data were analyzed using descriptive statistics, while the open-ended responses were subjected to content analysis. Findings – The results indicate the perceptions of beneficiaries and managers regarding effectiveness, accessibility, and inclusion from the use of the digital tools. Difficulties related to low digital literacy and limited internet access were identified. The content analysis of the open-ended responses revealed categories of perceptions concerning the benefits and challenges of using these technologies in social assistance. Study limitations – A key limitation of the study is its geographical restriction to the DF's surrounding areas, which limits the generalizability of the findings to other regions of Brazil. Another limitation is the potential for bias in the questionnaires, as Caixa employees may present an institutionalized perspective, while beneficiaries might feel intimidated or insecure about fully expressing their criticisms of the available digital services. Practical Contributions – This study offers practical contributions for Caixa Econômica Federal by suggesting the need for complementary policies focused on digital inclusion, such as digital literacy programs, the distribution or facilitation of access to mobile devices, and the expansion of free internet access. Furthermore, it recommends strengthening training programs for employees to optimize the practical application of digital transformation in social assistance. Social Implications – The work highlights the transformative potential of digitalization in social assistance, emphasizing how technology can reduce social inequalities and enhance financial dignity. It also underscores the need for integrated public policies aimed at the effective digital inclusion of the most vulnerable populations, thereby contributing directly to the sustainable social and economic development of the analyzed region. Originality – The originality of this study lies in its focus on user perception within a specific region, contrasting the viewpoints of beneficiaries and managers to obtain a detailed overview of the reception of these technologies.
