Analysis of structural changes in organizationsthe case of CNPq

Resumo

This paper involves a research and analysis of the patterns of relationship between CNPq's variables of structure, technology and operative objectives, from 1979 to 1983, using as a referential Charles Perrow's theoretical paradigm. In breaking up the previous period into two distinctive segments (1978-81 and 1981-83), the research made in positively evident that: 1. a reduction in the number of structural units did not mean a reduction in the structure's complexity, which proved its propensity to the centralization of decision-making processes at the highest hierarchical level; 2. the routine technology, characteristic of the institution up to 1979, advanced towards an innovative category in the following years; 3. coordination, seen as one target of the National System of Scientific and Technological Development, was approached as a top priority among the institution's functions. Behavioral interrelationships between the variables was more clear during the first segment under research. The discrepancies between variable behavior and previous patterns also detected by research covering the second time segment, were understood as a consequence of internal problems resulting from the interference of other factors initially not taken into consideration.
