Resumo

The purpose of this study is to evaluate the results of the Professional Master's Degree Program in Mathematics in the National Network - PROFMAT estabilished by CAPES in the remuneration of graduates, in addition to evaluating the relationships between teaching attributes (such as the qualification at the master's level of teachers) and the student grades on the SAEB national exam. For this, the impact of PROFMAT on the career of teachers in basic education was estimated, particularly on the salaries of Brazilian public school teachers, and the effect of this degree on the academic results of students affected by this program. The differences-in-differences method was used to measure the effect of titles on teachers' salaries, considering individual control variables and fixed effects of time and municipality per student. Data were obtained from the CAPES (Ministry of Education) student base and from the RAIS (Ministry of Economy) base. To assess the impact of the program on student learning, a multiple regression with fixed effects of time and individual was used, relating the variation in the percentage of trained teachers in the municipalities where they work and the average grades in mathematics (obtained from the base of the SAEB/INEP). The elaboration of both databases used in the study constitutes, in itself, a relevant work and contribution as a product of this dissertation. The results obtained suggest a positive impact on the average annual salaries of teachers, with an increase in the income of graduates between 15 and 22 percent in the period studied and a non-significant effect, that is, an impact equal to zero, on the grades in mathematics of 9th grade students of elementary school, taken at the municipal level, for each 1% of the total number of teachers in the municipality qualified by the program. These results point to the grouping of graduates and non- graduates into different salary percentages, or into different labor supply curves in the period evaluated. The association of graduates with the results of the average grades of the municipalities affected by the program does not indicate a possible relationship between teacher remuneration and student learning. The limitations observed resulted from the impossibility of associating professors with a PROFMAT title directly to their students' grades due to the available data. The results obtained contribute to a better understanding of the effects of programs of this nature on the quality of mathematics teaching and on the career of Basic Education teachers.
