Além do Haitia quem se destina a cooperação humanitária brasileira?

Resumo

Since the beginning of the 21st century, emerging countries have been more active in humanitarian cooperation, a field previously dominated by traditional Northern donors. Despite the recent participation, the specialized literature on Brazilian humanitarian cooperation has given greater emphasis to the country’s performance in Haiti. In this sense, this work seeks, through an exploratory analysis of data, to ascertain the scope of Brazilian humanitarian cooperation, in the period 2007-2014, beyond Haiti. Empirically, the study makes use of a database that aggregates information related to the form used by the government to provide humanitarian cooperation; the recipient; the expenditures related to each activity; and the year of action. From the point of view of the literature review, the paper analyzes the commitment of the federal government to international humanitarian appeals, the country’s relative participation with Portuguese-speaking countries and humanitarian affairs in the neighborhood, drawing parallels with international cooperation practices for development by other emerging countries and traditional donor countries.
