Águas: campo organizacional poder e sistema de informações. O CEIVAP como protótipo da gestão de recursos hídricos no Brasil

Resumo

The integrated, decentralized and participa tive model of management of hydric resources that order itiself in function of the hydrografic basins demand a great eflort of ali involved actors in the management. To understand this model is necessary to consider the historical antecedents, legal landmarks and framework and the modern technological tools (information systems) which define how governmental spheres, intensive users of water and society in general interact to manage water usage. Using the institutional theory, the concept of organizational field and information technology, considering always power as a central variable in social disputes, this work aimed, interpreting the speeches ofthe many actors interviewed and using available literature, to describe the composition and development of the field formed in function of the management of waters. The choice of the institutional theory allows a more broaden vision of the study of the organizations, while incorporating aspects such as values and legitimation as elements that may support the success of organizations in a field. The work concludes that that is an organizational field built around the management of hydrics resources in the way considered by the theory used. In this field there are central questions that drive the generation of values. This field is completed by peripherical actors, which represent speeches still not fully incorporated, but that already demand the action central actors. Information technology, considered as information systems, still does not contribute for any significant changes in the distrihution of power in the field.
