Resumo

The Integrate Development Program for Brazilian Northwest - Programa de Desenvolvimento para o Noroeste do Brasil - had its beginning in the 1980's. It has been financed by the Federal Govemment and the World Bank, under the coordination of the Federal Govemment and the execution of federal and state institutions. The State' s key institutions have been created or made stronger by POLONOROESTE. The objective of .POLONOROESTE was to absorb the migratory flow in a cooordinate and sustainable way, and particularly to conclude the asphalting of BR -364. According to environmentalists, several problems have originated from POLONOROESTE. Even the World Bank has come to the conclusion that the plan has been applied in a precipitate way, although it had positive aspects. In 1984, a midterm revision of the program was accomplished, which presented, in a preliminary version, the Socio-Economic and Ecological Zoning that would be the basic instrument of territorial planning and ordering. On the basis of the studies carried out by the Socio-Economic and Ecological Zoning, PLANAFLORO has had its beginning. Brazil cannot stop its development in the name of the environmental questiono The focus is not on1y strategic, it concems the survival of the peoples of the Amazon Forest - by peoples ofthe forest being meant all citizens who live there. Several countries have created Intemational Committees in Defense of Amazon, having in mind that the possession of the Amazon Forest by Guyana, BraziL Venezuela, Colombia, Peru and Bolivia was just circumstantiaL and that the forest was in fact patrimony of humanity. This leveI of conscience manifested by the rest of the world has transcendend the limits of tranqui1lity of the countries to which Amazon belongs. Social problems as the so-called 'yanomanis slaughtering' in Roraima make NGO's try to show the incompetence ofBrazil in managing this rich territory.
