Resumo

This work intends to present a criticai comparison between the new Planning, Estimating and Managing model, adopted by the Federal Government in the formulation of the Multi-annual plan (PPA in Portuguese) 2000 - 2003, and the conceptual, methodological and organizational basis of the Situational Strategical Planning (PES in Portuguese), proposed by the Professor Carlos Matus, PhD. The basis of such comparison are found in the confirmation in which the creating and managing PPA process was, and is being, marked by the Unconscious Determinism of the public planners, which Matus called 'Procustomania', meaning, the capacity of amputating reality, conceiving the planning in an authoritarian way and prone to ignoring everything that escapes their capacity of controlling and foretelling. The analysis focused the creating and managing of the PPA 2000 - 2003 in the boundary of the Ministry of Justice, in the period of December, 1998 and October, 2002, emphasizing the experience of partial appliance of the PES in the process of creating the Programs of that subject in the PPA.
