A Política Nacional de Resíduos Sólidosum olhar sobre a governança

Resumo

The National Waste Policy (PNRS, in the Portuguese acronym) is a reference for waste management in
 Brazil, defining guidelines and responsibilities. Among the challenges for its implementation, the following
 stand out: (i) the limited capacity of the Ministry of the Environment to coordinate the implementation
 of the policy; (ii) the (dis)articulation between municipalities and the private sector; and (iii) the lack of
 attention to specific topics, such as the issue of independent waste pickers. The federal administration
 that began in 2023 has demonstrated a commitment to the implementation of the PNRS, and, with this
 goal in mind, integrated actions are needed between the various actors, with emphasis on: (i) the creation
 of a governance arrangement that guarantees articulation and the balancing of power asymmetries;
 (ii) strengthening the Ministry of the Environment to coordinate the implementation of the policy; (iii) the
 development of financing mechanisms to support implementation, especially in smaller municipalities;
 (iv) the promotion of environmental education to raise awareness among the population; and (v) the
 development of interdisciplinary research in the area. Integrated and transversal actions are essential for
 Brazil to advance in waste management, contributing to sustainable development in the environmental,
 social, and economic spheres.
