A industrialização no Brasil durante os governos Lula (2003-2010)avanços, desafios e contradições

Resumo

This dissertation analyzes Brazilian industrialization from a historical perspective, with emphasis on the Lula I and Lula II administrations (2003–2010) and discusses how macroeconomic and external conditions shaped the country’s productive structure. Drawing on the developmentalist and structuralist tradition, in dialogue with the new developmentalism approach, the study investigates whether the policies implemented in the 2000s were capable of rebuilding industrial density and mitigating trends of premature deindustrialization. The methodology combines historical-institutional analysis with empirical evidence based on indicators such as industry’s share of GDP and employment, industrial density, investment, the real effective exchange rate, export composition, and the current account, using data from IBGE, the Central Bank of Brazil, and Ipea. The results suggest that, despite the expansion of the domestic market and the use of industrial policy instruments, persistent exchange rate appreciation and reprimarization constrained structural transformation, reinforcing the need for coordination between industrial policy and macroeconomic policy.
