Resumo

Local councils have represented the greatest expression of deliberative democracy in Brazil. This study aims to verify the importance of this democratic model of local health care management, through a significance analysis given to the health councils by the secretaries and their relationship with the manager profile. It consists of a nationwide investigation, based mainly on information acquired through the questionnaires completed by managers as part of the survey 'Municipalization of health care: innovation management and local democracy in Brazil.' The categories of analysis used were the manager profile and the importance of the council in the management structure. It was confirmed the hypothesis that the management whose local health secretary is considered progressive the significance given to the health councils is higher than in the traditional managements. It was felt that current managers are more open to social participation and this is making the health management more transparent and susceptible to social control. Therefore, the perspective is that it leads to a deliberative democracy, due to there was a growing of the importance in local health councils in the managements. However, one factor that has been limiting the deliberative democracy advancement is the asymmetry of power between the actors involved in the decision-making.
