A Fundação Abrigo do Cristo Redentor e sua atuação na cidade do Rio de Janeiro (1946 a 1960)

Resumo

The thesis investigates the Abrigo do Cristo Redentor Foundation and its performance in the city of Rio de Janeiro in the democratic period from 1946 to 1960 of Republican Brazil, specifically from two of its departments: the Fishing and the Abrigo do Cristo Redentor. The acquisition of the trawler “Presidente Vargas”, in 1952, is considered a milestone in the history of this welfare entity, as it allowed to catch a huge amount of fish per trip. This led to the displacement of its fishing activities from the Darcy Vargas Fishing School to the Fishing Warehouse in Praça XV; to its entry into the market for fish supply to the Federal Capital, especially during Holy Week; to a place at the negotiating table of the authorities responsible for the matter – such as the Federal Supply and Price Commission; and to gains capable of ensuring the maintenance of other departments of that welfare complex. The thesis also analyzes the partnership of the Abrigo do Cristo Redentor with the Section of Repression of Begging, linked to the Vigilance Delegacy of the Federal Department of Public Security, through which this social welfare entity received, at the time, the largest amount of beggars taken off the streets by the police. Another aspect highlighted is the reception, by this unit, of patients sent by different hospitals of the city of Rio de Janeiro. Finally, we sought to investigate the subsidy policy adopted by the Federal Government between 1946 and 1960 – when the center of decision making on the issue moved from the National Council of Social Service to the National Congress. We examine how the Abrigo do Cristo Redentor Foundation adapted to new times in order to acquire subsidies, and the role played by Raphael Levy Miranda – its creator and perpetual provider – in the process of obtaining fundamental resources for the maintenance of the activities of that welfare entity.
