Resumo

The Federal Government liabilities to the Social Security System has been a major topic in political discussions, contrasting it to its real economic relevance. As a matter of fact, it is a discussion on how to finance the system: through contributions or trough general taxes. In the absence of objective data, this discussion takes on an ideological character and deviates the attention from what should be the focus of the debate: the rising costs of the system and the unfeasibility of its financing by the Brazilian society. Since the 30’s social security was the target for recurring political manipulation. Social Security Institutes’ Reserves where used to finance low return investments in sectors that were considered strategic by the government, which tried to promote the industrialization process in the country and maximize its political stand (for example, the construction of Brasília, financing the Vale do Rio Doce Company, the National Steel Mill – CSN -, etc.). On the other hand, several times the Federal Treasury has been forced to transfer substantial financial resources to cover social security deficits. For example, since 1994, social security expenses exceed revenues and the Treasury has to transfer resources in order to balance the system. This study will try to show, not only the evolution of this debt, but its effective contribution to the system’s deficit.
