Resumo

Objective: This research project sought to analyze the effectiveness of the Programa de Financiamento Estudantil – FIES (Student Financing Program) and Universidade para Todos – PROUNI (University for All Program) in promoting the quality policy established by the Plano Nacional de Educação (National Education Plan). The objective set forth consisted of comparing the PROUNI scholars and FIEST borrowers results of the Exame Nacional de Desempenho de Estudantes – ENADE (National Student Performance Exam) with the results of their non-benefit receiving classmates. As such, this project aimed at answering the
 following research question: Do students participating in the above-mentioned programs graduate with the same skill level as their classmates? Methodology: This research project analyzed the 2015 ENADE test results for the
 Administration Course graduates based on the micro data made available by the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira – INEP (Anísio Teixeira National Institute for Educational Study and Research). Considering the objective and the way this research project unfolded, this project is characterized as a quantitative research using the SPSS (Statistical Package for the Social Sciences) software as a methodological
 resource. More precisely, using the Generalized Linear Model – GLM. Results: In general terms, it can be said that the FIES and PROUNI public policies, the object of this study, are contributing not only to the expansion in terms of numbers and inclusion of less favored socioeconomic individuals in Higher Education, but also are developing skills at levels similar to those of non-receiver classmates. As such, it does contribute to materializing the quality policy established by MEC (Brazilian Ministry of Education).
 Practical Implications: Considering the attained results, it is expected that these will contribute to the improvement and to create new grant public policies. As such, the abovementioned programs can be seen not only as new enrolment boosters but also as a reference in the quality process in developing skills in those students enrolled in the Higher Education system.
