A atuação da CAPES na Estratégia Nacional de Ciência, Tecnologia e Inovaçãoum estudo com base nos pilares fundamentais da ENCTI 2016-2022.

Resumo

Purpose – to analyze in which way the institution called Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes), in its role as a foment agency for the National System of Science, Technology and Innovation, has contributed to the Nacional Strategy (ENCTI), based on the fundamental pillars of ENCTI 2016-2022. Methodology – qualitative research, focusing on the exploration, description and understanding of the phenomenon. Its initial support was bibliographical research, followed by a case study, investigating Capes' role as a development agency in the National System of Science, Technology and Innovation, faced with the pillars of the National Strategy adopted by Brazil. Data were collected in documentary research and through requests for access to information on the Integrated Ombudsman and Information Access Platform (Fala.BR) between November 2023 and January 2024. Content analysis was conducted on the information collected for the period between 2016 and 2022, which was the term of the last Strategy. Findings – Capes operates in three of the five pillars of ENCTI 2016-2022, referring to the promotion of basic and technological research, the training, attraction and retention of human resources and the promotion of technological innovation in companies. By acting on these pillars, Capes conducted forty-two initiatives in the period, in addition to being guided by other national strategies that converge with the strategies defined in the ENCTI pillars. Despite its considerable performance, the agency still does not operate in the Triple Helix Model of innovation and there are some challenges to be faced, especially concerning articulation with other actors, the definition of priority areas for investment of public resources and the improvement of the evaluation system for courses and postgraduate programs. Research limitations – restriction of analyzes to the documentary research method and subjectivity in data interpretation. Practical implications – in addition to serving researchers to use its content as a reference in future research, the study aims to serve as informative supply for authorities and public agents in the discussion and elaboration of the next national strategy, to encourage greater closeness between the System's actors and to instigate discussions to the improvement of the agency's actions in the search for alignment with national strategy and development. Social implications - it is expected that the encouragement to think about Science, Technology and Innovation in a strategic way, with regard to the human resources training, will lead the country to accelerate the process of economic growth, consequently bringing several social, environmental and health benefits and national well-being.
